The document is an appreciation award certificate to a person who provided information to the Government of Defence on 17 Dec 1941. Multiple folds inc a light folded through but not affecting the signature. Tojo was a Japanese politician, general of the Imperial Japanese Army (IJA), and convicted war criminal who served as prime minister of Japan and president of the Imperial Rule Assistance Association for most of World War II.
